Malaysia Rail Link (MRL) and China Communications Construction ECRL (CCCECRL) have signed a joint-venture agreement to operate the 665km East Coast Rail Link (ECRL). The agreement will see the creation of a new operating company with equal stakes and responsibility for operational risks. The Malaysian government will take 80% of operational profits, while the Chinese company will take 20%. 80% of the ECRL's operational and maintenance workforce will be sourced domestically.

“The Chinese company built this track and they need to take the burden of risk in its operations as we want this to be a sustainable and profitable endeavour. As we all know, turning a profit in the rail sector is very hard. The six-car EMU trains are designed to carry up to 430 passengers and come equipped with facilities for persons with disabilities.
