TAGBILARAN, BOHOL—With the dilly dallying and delayed resolution by the National Water Resources Board of a water rights conflict involving two local government units in Bohol province, the situation came to a head when Sevilla, Bohol town Mayor Juliet Dano personally supervised the dismantling of the water system constructed in her municipality by the local government of Balilihan, Bohol.
However, the local government of Sevilla insists that the project was illegal and accused the LGU of Balilihan of misrepresentation by claiming that the water source was within its territorial jurisdiction. According to Dano, the approved site of the water project by Balilihan is located in Barangay Sto. Niño, Balilihan, but the actual construction was made in Barangay Magsaysay, Sevilla. Thus, the case was submitted to the NWRB for resolution.
With the long delay in the NWRB’s decision on the case, the LGU of Sevilla passed SB Resolution No. 2023-110 authorizing the mayor to “absolutely and permanently remove all pipes and structures illegally constructed…at Bugwak Spring.”
