KUALA LUMPUR The Single Window Single Offer system will be implemented for Form Six and matriculation applications once the two pre-university pathways are transferred to the Higher Education Ministry according to Minister Datuk Seri Dr Zambry Abdul Kadir. The current system presents challenges where students often receive multiple offers, particularly for matriculation and university placements.

The Single Window Single Offer system aims to streamline this process ensuring students receive only one offer based on their academic performance fostering a meritocratic selection approach. This change seeks to eliminate the current situation where students are overwhelmed by multiple offers and ensure that the selection process is more focused and efficient. The shift reflects a commitment to simplifying the application process and promoting a fair system where acceptance is based on academic merit alone. Zambry stated that the existing Cumulative Grade Point Average (CGPA) evaluation methods for both pathways and foundation courses would remain unchanged implying that the core academic assessment criteria will not be altered. This ensures that the existing academic standards will be maintained through this transition, offering stability to students. \He was responding to a question from Azli Yusof (PH-Shah Alam) about potential changes to evaluation criteria and the possibility of standardizing the curriculums of these pre-university programs. A joint committee formed between the Higher Education and Education ministries is managing the transfer and optimization of Form Six and Matriculation programs. The minister acknowledged that the timeline for the intake of matriculation students under the Higher Education Ministry is uncertain. The transition is planned in two phases: the first focusing on planning and preparation throughout the current year and the second phase involving implementation and operations beginning in 2027. This phased approach allows for a meticulous transfer ensuring minimal disruption. Zambry clarified that the transition will necessitate amendments to existing laws including the Education Act and the Malaysian Examinations Council among others emphasizing the legal and regulatory complexities involved. The anticipated implementation is scheduled for the following year rather than the current one allowing for more comprehensive planning and execution. The committee established in December 2025 will address legal welfare financial staffing system and asset-related aspects. The Public Services Department and the Finance Ministry are assisting in facilitating a smooth transfer process. This collaborative effort demonstrates a comprehensive approach to addressing the various dimensions of the transition. \The ministries are planning engagement sessions with all stakeholders including the National Union of the Teaching Profession (NUTP) which represents Form Six teachers. Zambry assured that the Higher Education Ministry will ensure the Matriculation Programme continues as a credible fair and competitive pathway for entry into public universities.
