The International Testing Agency (ITA) and academic partners are implementing a new power data passport project to monitor athletes and guide anti-doping strategies. The project includes up to 60 riders from five teams, with voluntary participation from major cycling brands and equipment sponsors. It relies on power data to build rider performance profiles and determine targeted testing, long-term storage, re-analysis, and intelligence-led investigations in cycling.
Cycling's anti-doping authorities are working towards a possible 2028 launch of a " power data passport " that would use riders' performance files to help target testing and investigations, International Testing Agency director of testing Olivier Banuls said.
The ITA is leading the project, currently in a feasibility phase, with academic partners including the University of Kent in England. It aims to assess whether power data can help build rider performance profiles and guide decisions on who to test, when to test them, which samples to store for future re-analysis, and where to open intelligence-led investigations.
Banuls emphasized that the power data would not be used to sanction riders directly, as it will only monitor athletes and inform anti-doping strategies. The project also comes as power estimates and performance analysis have become a staple of cycling debate on social media, with riders and teams relying on it for various purposes.
