While billions of dollars will flow to infrastructure projects and bulk billing clinics, the state’s unexpected GST boost will stabilise in the next financial year due to a decline in consumption.

Billions of dollars will flow to Victoria for infrastructure projects and bulk billing clinics, but the state’s unexpected GST boost will stabilise in the next financial year due to a decline in consumption and an improvement in Victoria’s relative position compared to other states.

The cash boost is the single biggest infrastructure investment from the Albanese government to a state in this year’s budget, with $17.6 million to flow to smaller “priority infrastructure projects” across the state, including $12 million for the Bridgewater Road and Portland Ring Road intersection. Hours before the budget was handed down, Premier Jacinta Allan said the Victorian government advocated every day for “our fair share of investment from the federal government”, claiming the state had been "completely dudded" by successive Coalition governments in Canberra when it came to infrastructure funding.

With pressures mounting on Victoria’s budget, federal Treasurer Jim Chalmers has promised to protect the state’s revenue raising powers after the High Court last year ruled that Victoria’s Electric Vehicle tax was unconstitutional. Ahead of the announcement, Victoria Treasurer Tim Pallas said while it was not their fault, “too many people who cannot get access to GPs … are basically presenting our emergency departments”.
