Colin Barnett says there was no need for the prime minister to lift WA’s minimum GST “floor” from 70¢ to 75¢ in the dollar, as is set to occur from July.
Already a subscriber?The former West Australian premier who helped convince the federal government to change the GST distribution that will cost income taxpayers at least $39 billion, now admits it is “not good policy” and that a new system based on population is needed.
He proposed giving all states and territories 90 per cent of their per-person share of the GST, with the remaining 10 per cent of the pool allocated to smaller and poorer states and territories – Tasmania, SA, NT and the ACT – on a “needs basis” to deliver public services.“What I would suggest is that we move to a system of sharing of that GST revenue, but we do it on a population basis.”
Mr Eslake estimates the cost to federal taxpayers at $50 billion over 11 years if the current level of iron ore prices are sustained.Mr Eslake said the Productivity Commission should be charged with a full-scale review of the GST distribution, including Mr Barnett’s 90-10 per capita-needs basis suggestion.
“The result of the changes made in 2018 will be that residents of Australia’s richest state will come to have better public services and lower state taxes than other Australians,” Mr Eslake said.
