and a 2019 state investigation that found misconduct by HISD board members as a justification for the intervention.by pointing out the academic improvements at Wheatley that had earned the school a passing accountability rating of “C” in 2022, breaking its streak of unacceptable performance ratings from the state. Additionally, the HISD district as a whole improved between 2019 and 2022 – 80% of its campuses earned “A” and “B” ratings in 2022 compared to only 48% in 2019.

In reality, however, Wheatley was only one of several low-achieving campuses in HISD whose accountability ratings put them at risk for mandatory state intervention. Three campuses including Highland Heights Elementary school – which has not had a passing grade since 2013 – continued to struggle in 2022.

Under the current law, the education commissioner is required to appoint a board of managers for any campus that receives five consecutive years of unacceptable accountability ratings from the state. The Houston Chronicle identified the five HISD campuses with the highest failure rates under TEA’s A-F accountability rating system, and profiled them below.
