Singapore authorities conducted a joint operation, resulting in penalties against 12 companies and seven individuals for safety violations in commercial diving. The operation was prompted by two fatalities last year involving the use of recreational SCUBA instead of required commercial SSDE.
Singapore authorities have launched a crackdown on unsafe commercial diving practices, leading to penalties against 12 companies and seven individuals. A joint operation by the Ministry of Manpower (MOM) and the Maritime and Port Authority (MPA) uncovered numerous safety violations during a three-month period from September to December 2024.
The operation resulted in a total of 65 penalties being issued, with fines reaching S$13,000 (RM44,000) and a stop-work order issued to a diving supervisor. The authorities highlighted two fatalities that occurred at Singapore anchorages last year, both involving the use of recreational self-contained underwater breathing apparatus (SCUBA) instead of the required commercial surface-supplied diving equipment (SSDE). MOM emphasized that SSDE is specifically designed for commercial diving operations and includes crucial safety features such as a continuous air supply from the surface. The ministry stressed the importance of adhering to proper safety standards in commercial diving, citing the tragic incidents as stark reminders of the potential consequences of negligence. In one instance last June, a diver performing hull cleaning work tragically died after becoming entangled with a boat propeller. MOM urged contractors to strictly comply with the Singapore Standard Code of Practice and implement robust safety measures. The ministry vowed to continue conducting thorough checks and swiftly take action against any companies or individuals found violating diving regulations
