It says he wanted the project completed by August 2017 which coincided with am EC voter registration exercise.
Former deputy prime minister Ahmad Zahid Hamidi had threatened legal action against contractors if they failed to complete a new army camp in Hutan Melintang at the latest by August 2017.
Of particular note in the report was that it said a representative of the Election Commission not only attended the same meeting but paid three visits to the site to ensure work progress and that voter registration could take place by the third quarter of 2017. The EC representative highlighted that several criteria - physical completion of the camp and infrastructures included fences, kitchens and weapons store should be completed before a voter registration exercise could take place there, according to the report.
The camp was only 42.4 percent completed as of August last year. The government has since instructed army personnel stationed there to move out of the camp. In 2015, another developer proposed to build the Hutan Melintang army camp to house the Standard Infantry Battalion and the Royal Artillery Regiment on a 142ha site. The project was worth RM350 million.
In October 2016, another company sought the support of the government to implement the project via a land swap, to which Zahid replied"no obstruction".The RM132 million project was then approved in principle by the cabinet in February 2017."The EC is an independent entity and should not be used by any ministry or executive member for the purpose of shifting voters," said the report prepared by the special investigation committee on procurement, governance and finance.
