And that’s a tragedy. It didn’t have to be like that,” she said.

SOAR provides alerts about overdose surges and potentially contaminated or dangerous drug supplies. “When you have these supplies on hand, you can save a life. It doesn’t have to be a friend or a family member. You can literally just save somebody’s life.”
