After months of delays, the MTA believes its congestion pricing program is still on schedule and could still go into effect by the end of next year. But watchdogs say it has lost precious time already.
At the agency’s monthly board meeting on Wednesday, Chairman Janno Lieber confirmed that after more than three months of work, the MTA had answered all of the questions about how the environment might be impacted if itto enter Manhattan below 60th Street. The environmental assessment is a key bureaucratic hurdle the MTA must complete before implementing the nation’s first congestion pricing program.
“FHWA has met weekly with the MTA and other New York stakeholders to work through and resolve comments on the Draft Environmental Assessment submitted earlier this year. Through collaborative revision, we have reached a milestone in the process with MTA providing FHWA with a resubmission that has addressed critical comments,” a spokesperson with FHWA wrote in a statement.
When the capital plan was approved, congestion pricing was expected to go into effect in 2021 and cover 27% of the costs of the capital plan.
