Columbiana County Municipal Court records stated 49-year-old Shelby Walker is charged with theft by deception and falsification, both of which are fourth-degree felonies. WKBN reported Walker allegedly submitted phony invoices to Norfolk Southern Railroad’s assistance center claiming the derailment forced her and her family to have to stay at a hotel with her family.

However, WKBN said East Palestine police reported that Walker and her family never stayed at the hotel because she canceled the reservations and pocketed more than $18,000 instead.that she had been staying at a hotel out of fear for her health, claiming she had vinyl chloride in her blood and urine.
