New Cumberland Borough Police said Lindsey Rowe was driving at a high rate of speed before striking the two juveniles Thursday night.
A woman is facing charges after her vehicle struck two juveniles while they were trick-or-treating in Cumberland County Thursday night, according to police.
Police said the driver, Lindsey Rowe, 33, of New Cumberland, was traveling west in the 300 block of Fifth Street at a “high rate of speed,” and struck two pedestrians while they were crossing the street during trick-or treat.
