Chow was responding to a question from Datuk Seri Reezal Merican Naina Merican regarding the state government’s strategies to increase state revenue while reducing reliance on the Federal Government. He said this includes attracting investment in advanced semiconductor industries and the digital economy, supported by InvestPenang.

“The tourism sector is shifting towards high-quality segments such as medical tourism and the organisation of Meetings, Incentives, Conventions and Exhibitions . "We are strengthening its digital economy and smart state initiatives through data analytics and digital talent development to enhance competitiveness," he said. He said that reforms in financial management are being implemented through zero-based budgeting, centralised monitoring of financial performance, and more frequent audits.

This strategy aims to generate revenue directly from land premiums, rent, and related economic activities. In tourism, the goal is to improve existing attractions, such as heritage sites, food tourism, and medical tourism, and to collect related fees more effectively.
