South Korea Considers Expanding Driving Restrictions Amid Rising Oil Prices

South Korea is considering expanding driving restrictions to the general public if global oil prices continue to rise. This potential measure is a response to supply chain disruptions caused by tensions in the Middle East and a desire to manage energy demand. The government is monitoring oil prices, and may implement restrictions if prices reach $120-$130 per barrel, potentially implementing the first nationwide driving restrictions since the Gulf War.

SEOUL: Korea Selatan sedang mempertimbangkan untuk memperluas sekatan pemanduan kepada orang awam jika harga minyak global terus meningkat., cadangan itu diutarakan ketika pihak berkuasa berusaha mengawal permintaan tenaga susulan gangguan bekalan akibat perang AS-Israel dengan Iran.

Menteri Kewangan, Koo Yun-cheol, berkata, kerajaan mungkin memperluas sekatan penggunaan kenderaan penumpang melangkaui institusi awam jika harga minyak mentah meningkat ke sekitar AS$120 hingga AS$130 setong, berbanding paras semasa AS$100 hingga AS$110 . Jika dilaksanakan kepada seluruh rakyat, dasar itu akan menjadi sekatan pemanduan seluruh negara pertama sejak Perang Teluk 1991, apabila kerajaan ketika itu mengenakan sistem giliran kenderaan selama 10 hari bagi menjimatkan tenaga. “Jika keadaan di Asia Barat bertambah buruk, tahap amaran krisis perlu dinaikkan ke peringkat ‘amaran’ dan pada tahap itu kita perlu mengurangkan penggunaan,” kata Koo dalam satu siaran tempatan, merujuk kepada peningkatan ke tahap ketiga tertinggi dalam sistem amaran keselamatan sumber empat peringkat negara itu. Beliau menambah kerajaan juga mungkin mempertimbangkan pemotongan cukai bahan api tambahan bagi mengurangkan beban isi rumah. Kementerian kewangan dalam kenyataan berasingan pada Isnin berkata, sekatan pemanduan mandatori untuk sektor swasta masih belum diputuskan, sambil menambah pihak berkuasa akan menilai keadaan bekalan tenaga serta faktor ekonomi lebih luas sebelum mengambil sebarang tindakan. Korea Selatan mengimport kira-kira 70 peratus minyak mentahnya dari Asia Barat, menjadikan negara itu sangat terdedah kepada gangguan bekalan dan turun naik harga akibat ketegangan di rantau tersebut. Kerajaan minggu lalu melaksanakan sistem giliran kenderaan wajib selama lima hari bagi sektor awam, yang mengehadkan penggunaan kenderaan berdasarkan nombor pendaftaran. Menteri Tenaga, Kim Sung-whan berkata, pihak berkuasa sedang menilai langkah pengurusan permintaan yang lebih ketat jika tahap amaran terus meningkat, termasuk memperluas pelaksanaan sekatan pemanduan serta menggalakkan penyertaan sukarela oleh syarikat dan sektor kewangan. Konglomerat utama seperti Samsung Electronics dan SK Group telah menyertai usaha tersebut dengan menggesa pekerja mengurangkan penggunaan kenderaan persendirian dan mengamalkan langkah penjimatan bahan api. Ahli politik dan pemimpin kanan turut menggunakan media sosial untuk menunjukkan contoh dengan menggunakan pengangkutan awam dan basikal, serta menggesa orang ramai menyertai usaha penjimatan tenaga.
