The Kuala Lumpur City Hall, or Dewan Bandaraya Kuala Lumpur ( DBKL ), has launched the One Stop Centre (OSC) Portal, offering the public access to information on development applications .
This portal allows users to search for development projects and check if they've received approval from the relevant authorities. The OSC Portal aims to enhance transparency by providing non-confidential planning information related to developments in a user's area. It's essentially a digital window, allowing residents to discover future construction projects. This allows residents to find out if that empty lot is intended for a new shopping mall or a multi-story apartment building. However, it's important to note that sensitive information, such as detailed building plans and private documents, will be protected to ensure the rights of landowners are preserved. This initiative signifies a step towards a more open and inclusive approach to urban development. Unfortunately, the portal has been experiencing early difficulties that have affected its overall usability. Some users have reported login errors and other technical issues, hindering their ability to access the available information. The login process requires the input of IC numbers, but these are not collected during the initial registration phase. This mismatch has, in many cases, created barriers to users gaining access to the platform. DBKL has previously faced challenges with the launch of its other digital portals. Users encountered similar technical glitches when trying to access information regarding Kuala Lumpur's 494 gazetted green spaces. The underlying cause has proven to be an urgent need for improvement in terms of testing and execution. Federal Territories Minister Hannah Yeoh has stated that the implementation of the OSC Portal is intended to boost public confidence in city development and planning efforts. She emphasized that town planning in Kuala Lumpur should be an open and inclusive process, and never be limited to behind-the-scenes discussions by a select few individuals. The project comes in response to repeated calls from various groups, including Members of Parliament, civil society organizations, and residents' associations, all demanding greater transparency in city planning.
