Malaysia, as the Asean Chair in 2024, has pledged to support Myanmar's efforts to find a solution to the political and humanitarian crisis sparked by the 2021 military coup. The Foreign Ministry Secretary-General, Datuk Seri Amran Mohamed Zin, emphasized the commitment to a Myanmar-owned and led solution while also highlighting Asean's responsibility to assist Myanmar. Malaysia also plans to continue negotiations on the Code of Conduct (COC) in the South China Sea with China, aiming to maintain peace and stability in the region.
Malaysia, as the Asean Chair for 2024, has pledged its unwavering commitment to supporting Myanmar in its pursuit of a lasting solution to the political and humanitarian crisis that erupted following the February 2021 military coup. Foreign Ministry Secretary-General Datuk Seri Amran Mohamed Zin emphasized that Malaysia prioritizes the Myanmar peace process and advocates for a solution that is owned and led by the Myanmar people.
However, he stressed that as a member of Asean, the regional bloc bears a responsibility to assist Myanmar in finding a path to resolve the ongoing situation.Amran highlighted the importance of the Five-Point Consensus (5PCs) as a framework for addressing the humanitarian crisis in Myanmar. He underscored Asean's commitment to ensuring its implementation, noting that assessments have been conducted, including the appointment of the Asean Special Envoy to Myanmar. He emphasized the need to expand these efforts beyond intra-Asean coordination, seeking support from international partners who have been supportive of Asean's endeavors to improve the situation on the ground in Myanmar.The 5PCs, agreed upon at the Asean Leaders' Meeting in April 2021, two months after the military seized power, consist of five key points: an immediate cessation of violence, dialogue among all parties, appointment of a special envoy, facilitation of humanitarian assistance by Asean, and allowing an Asean special envoy to visit Myanmar to meet with all parties. Amran stated that the three core elements – cessation of violence, inclusive political dialogue, and humanitarian assistance – remain crucial to achieving a lasting solution. He assured that Malaysia is working closely with Asean member states and Myanmar to help resolve the crisis. Meanwhile, Amran announced that the Special Envoy of the Asean Chair on Myanmar will be unveiled at the AMM Retreat in Langkawi this weekend. When questioned about appointing a permanent Asean special envoy to Myanmar, Amran stated that the matter requires collective discussion at the Asean level. On the South China Sea issue, Amran affirmed Asean's and China's commitment to ensuring the implementation of the Declaration on the Conduct of Parties (DOC) and finalizing negotiations on the Code of Conduct (COC) in the disputed waters. He revealed that Asean and China recently completed the third reading of the single draft negotiating text for the COC, but several complex issues remain that necessitate further deliberation to reach a consensus. 'But we will persevere, we'll continue our negotiations,' he emphasized. However, he stressed the importance of maintaining peace in the South China Sea and upholding international law, particularly the United Nations Convention on the Law of the Sea (UNCLOS) 1982.
