Why climate change could make flooding worse in Harris County
Neighborhoods like these – ones that are highly developed despite flood risk – exist across the Houston metro area. Many of them have flooded repeatedly in the last two decades.
Officials have taken steps to mitigate the waters’ impact. A state law that went into effect at the beginning of 2022 requires landlords to disclose if a rental property is in the 100-year flood plain and if it has flooded in the last five years. However, the narrow time frame allows landlords to avoid disclosing whether a property flooded during Hurricane Harvey, just over five years ago.
“It’s an elevation game,” Sweet said, adding that low-lying infrastructure such as roads and wastewater systems are at greater risk. “You can't just jack these things up. You can't build walls everywhere.” High tide flooding, also called king tide flooding, will pose more issues for coastal areas in coming years as sea levels rise. The tide gauge at Galveston Pier 21 is expected to register 2 feet of sea level rise by 2052, according to intermediate projections. By this time, projections estimate that coastal Harris County will see at least 135 high tide flooding days, as opposed to around 13 in 2021.
