Beto O’Rourke, D-El Paso, Cruz has to turn out the GOP base in order to win.Though the gap has closed in recent years, Democrats haven’t been able to mobilize enough voters to offset the Republican advantage. That means they have to rely on a combination of new voters, independents and Republicans defectors.
