Prime Minister Anthony Albanese has made support for an Indigenous Voice to parliament one of his major reform promises, but what exactly is it?

More than 15 years ago, John Howard became the first prime minister to promise constitutional recognition of the special status of Aboriginal and Torres Strait Islander Australians.

“The Parliament shall, subject to this Constitution, have power to make laws with respect to the composition, functions, powers and procedures of the Aboriginal and Torres Strait Islander Voice.” Senator Jacinta Nampijinpa Price: “Why should I, as an Indigenous Australian, be governed under a separate entity than the rest of Australia because of my race?”Price says Indigenous Australians should be recognised and respected as individuals, not simply defined by their racial heritage. She says the Voice is a distraction from “real solutions” to the high rates of domestic violence and alcoholism among Indigenous communities in the Northern Territory.

Indigenous Greens senator Lidia Thorpe has called for a treaty with Indigenous Australians to be established before a vote on the constitutionally enshrined Voice takes place,Indigenous businessman and former Coalition candidate Warren Mundine was an early opponent of the Voice proposal. Instead of the Voice, he supports a treaty with Indigenous communities.
