Former Victorian treasurer and “Labor giant” Tom Roper, a minister in the Cain and Kirner governments, has died aged 78.
He spent a decade as a Labor minister under premiers John Cain Jr and Joan Kirner, including a stint as stater treasurer.
Roper held the portfolios of treasury, planning and environment, health, transport, Aboriginal affairs and employment and higher education.
