"The United States stands with our Philippine allies in upholding the rules-based international maritime order," it says. US freedom of navigation exercises have been a constant source of tension between the two nations, as has Chinese construction of bases on artificial islands in the region. The latest confrontation occurred while Philippine patrol boats attempted to conduct an underwater survey of the Second Thomas Shoal, part of the Spratly archipelago and considered Philippines territory.
