The most powerful body of the United Nations called for differences to be resolved by peaceful means and for all obligations under international law and the United Nations Charter to be honoured. According to official figures, a large majority of Venezuelans voted in favour of annexing the region, in a controversial referendum in December.
The current borders were established in 1899 in an arbitration ruling by a tribunal in Paris, which was initiated by the United States and Britain.
