Oksana Markarova, Ukraine’s ambassador to the U.S., will be among the guests joining first lady Jill Biden in her viewing box at Tuesday’sPresident Biden is expected to address Russia’s invasion of Ukraine and the steps that the U.S. has taken to coordinate an international response to the attack. The White House, in releasing a list of guests, said they were chosen because they “represent policies or themes” that will be addressed by Mr. Biden in his speech.
