Police have confirmed two teens handed themselves in on Thursday night just hours after the massive blaze in the city shocked Sydneysiders - but detectives want to speak with at least three others.

Locksmith Phu-Tang, who works near the building, told Sky News Australia he was collecting his $10 pizza deal from Dominos when he smelt smoke in the air.

It is then he claimed a trio of teenagers ran past him, almost knocking the locksmith over as they sprinted towards the tunnel of Central Train Station."Yes, already on fire. They stand on the corner of Randle Lane and Randle Street screaming," Phu-Tang said. Structural engineers have also assessed it and are"quite comfortable" with the walls of the building in relation to the winds in Sydney.

Fire and Rescue NSW Acting Commissioner Jeremy Fewtrell described the inferno as a"once-in-a-decade" fire that will be remembered by crews who responded.
