Sen. Raffy Tulfo revealed that the alleged oil smugglers were based in Navotas, Batangas, Sariaya in Quezon, and Mariveles in Bataan.

“BOC do you know Don Rabonza of Navotas? Those from Batangas and Sariaya, do you know Sonny Quiu, Jackie Chu, Aron Uy, Lindon Tan? Those from Mariveles Bataan, do you know Alex Chua, Bogs Violago, Jong Mangundadatu, Dondon Alahas? This is the list of big-time oil smugglers,” Tulfo said. He said the hearing was conducted in light of the BIR memorandum effectively overriding Department of Finance Joint Circular No. 001.2021, which vests upon the BIR’s Large Taxpayers Service – Field Inspection Unit the authority to conduct jointly with the BOC personnel the random field and confirmatory testing on fuel products.
To help prevent oil smuggling and ensure that marker is added to the fuel accurately, the government entered into a contract with Switzerland-based inspection services provider Societe Generale de Surveillance for P5 billion for five years that would end in 2024.
