The Tucson, Ariz. police chief, Chris Magnus, has offered to resign following the death of a man in custody in April.
At a press conference Wednesday, Chief Magnus provided details of the death of 27-year-old Carlos Ingram-Lopez during a domestic violence call and showed reporters a more than 12-minute video of Mr. Ingram-Lopez’s arrest.
