Illegal European subsides to Airbus have harmed Boeing and the U.S. trade balance
Share to twitterPeople who don’t follow trade matters closely can be forgiven for thinking that the Trump Administration’s decision to impose tariffs countering European civil aircraft subsidies is just the latest chapter in the president’s war against the international trading system.
Thus, the appropriate question to pose about the U.S. threat of tariffs isn’t “Why now?” as one Bloomberg commentator put it today, but “Why did it take so long?” The U.S. largely won its WTO case during the early years of the Obama Administration, when the trade body ruled that 80% of the European aircraft subsidies Washington was questioning were in fact illegal, and had done grievous harm to U.S. plane-makers.
The World Trade Organization ruled in 2016 that the Airbus A350 had received $5 billion in illegal launch aid, giving it an unfair market advantage over Boeing's 787 Dreamliner.The European countries backing Airbus later claimed to have eliminated the offending subsidies, but in reality they did almost nothing to implement the spirit of the WTO rulings.
