In 2020-21, the federal government spent $19,208 per Canadian — by far the largest amount in Canadian history. The next priciest year was 2021-22, at $13,571. Even if COVID-related spending is excluded from the analysis, the report concludes they are “still the two highest per-person spending years in Canadian history.”

An overview of historical spending, unsurprisingly, shows spikes in expenditures during the two world wars. The dollar figures are adjusted for inflation. Prior to the First World War, in 1913, the Canadian government spent $724 per person. By 1916, mid-way through the fighting, spending was up to $1,582, and then was cut by about 50 per cent in 1920, returning spending to pre-war levels.

While it dropped to $2,079 in 1948, spending carried on climbing, reaching $3,701 in 1962 and $4,736 in 1967. Pierre Trudeau, who became prime minister in 1968, topped out spending in 1982 at $8,899 per person — that’s a 140 per cent increase in 20 years. The years under Conservative Brian Mulroney saw small spending decreases, about 0.3 per cent annually on average, between 1984 and 1993.

The spending in 2020, at the start of the pandemic, was 85.9 per cent higher than at the height of 2009 recession spending.
