The city places floating restrooms in relatively remote areas where access to shoreline ones is limited.

San Diego will soon replace an aging floating restroom on El Capitan Reservoir, one of nine such bathrooms the city operates to prevent boaters and people who fish from polluting the water supply with raw sewage.

El Capitan Reservoir allows canoes, rowboats, kayaks, float tubes and fishing. Swimming, wading, personal watercraft, waterskiing, wake boarding and stand-up paddleboards are prohibited. The city spends roughly $90,000 a year on maintenance costs for the nine floating restrooms, but the state and federal governments cover all other expenses, including construction, delivery and deployment.

The City Council approved the replacement floating restroom at El Capitan in June and agreed to cover maintenance and operations for its 10-year lifespan, estimated at $90,500. More than 260 have been deployed at reservoirs across California since the program was created, and an estimated 120 are still in use.
