Azis Jamman berkata, mesyuarat Jawatankuasa Induk Pengurusan Warga Asing di Sabah pada 31 Julai 2015 yang dipengerusikan Ahmad Zahid Hamidi dan Musa Aman mencadang dan mempersetujui IMM13, Kad Burung-burung serta Sijil Banci digabungkan sebagai Pas Residen Sabah.

Dalam satu ceramah sempena Pilihan Raya Kecil Parlimen Kimanis di Pekan Bongawan, di sini, Azis mengemukakan bukti penglibatan bekas timbalan perdana menteri itu dengan membacakan minit mesyuarat Jawatankuasa Induk Pengurusan Warga Asing di Sabah, Bilangan 2/2015 bertarikh 31 Julai 2015. “Dalam minit mesyuarat ini disebut dengan jelas cadangan pemerluasan pas residen kepada kategori-kategori yang disebutkan, iaitu pemegang IMM13, Kad Burung-burung dan Sijil Banci dikoordinasikan menjadi satu dokumen dipanggil Pas Residen Sabah.

Pada 9 Jan lalu, Zahid yang juga presiden Umno dan pengerusi BN dalam satu laporan berita menafikan dakwaan pelaksanaan PSS ialah idea kerajaan BN terdahulu.
