The week started off with a sense of optimism as Rep. Kevin McCarthy signaled Rep. Jim Jordan would rally enough Republicans to become the next speaker of the House.

McCarthy's ouster as speaker on Oct. 3 gave way to the first closed-door internal election for the gavel with Rep. Steve Scalise prevailing with the majority of the conference's vote. But he bowed out of the race when he realized he didn't have the 217 votes required to win. Jordan considered an off-ramp by backing the expansion of powers of Speaker Pro Tempore Patrick McHenry through January so the House can get back to regular order.
