But tracking such institutional reforms is a feeble proxy for the bigger and blunter questions that are at the heart of #MeToo’s impact: Are women’s lives any better, and are they freer from sexual harassment, than they were five years ago?I don’t know the answer to that question. But I do have some idea of why it feels so hard to answer.
