Fronting media on Thursday, Youth Justice Minister Di Farmer said it wasn't a decision the government took "lightly," arguing it was necessary in light of advice from the state's solicitor-general.

That was echoed by Deputy Premier Steven Miles, who conceded there was pushback within the Labor party.
