The Task Force for Private Housing Projects in Distress and Abandoned (TFST) successfully rescued 475 projects involving 59,050 housing units with a gross development value (GDV) of RM52.67 billion throughout 2024. This represents a 30.62% increase in GDV compared to 2023.
The Task Force for Private Housing Projects in Distress and Abandoned ( TFST ) has successfully rescued 475 projects involving 59,050 housing units with a gross development value ( GDV ) of RM52.67 billion throughout the previous year. Deputy Minister of Housing and Local Government Datuk Aiman Athirah Sabu said the number encompasses 441 projects that obtained the Certificate of Completion and Compliance (CCC).
In addition, he said 25 projects that were behind schedule resumed smoothly, and nine abandoned projects were successfully rehabilitated through project readiness methods until they obtained CCC or Certificate of Fitness for Occupation (CFO), and buyer resolution methods. 'Overall, the GDV of the projects successfully rehabilitated last year showed an increase of 30.62% compared to the GDV in 2023 of RM39.81 billion,' he said in a statement today after chairing the TFST Meeting No. 1 of 2025, here today. Aiman Athirah said projects that obtained CCC for 2024 increased by 11.93% compared to 394 projects in the previous year, while 54,420 housing units obtained CCC last year compared to 39,028 units in 2023. Meanwhile, Aiman Athirah said that as of December 31 last year, TFST had detected and monitored 249 delayed private housing projects, 392 sick projects, and 113 abandoned projects. 'All current private housing projects that are delayed, sick, and abandoned have a GDV of RM130.83 billion involving 139,969 housing units,' he said. He added that the MADANI Government is committed to intensifying efforts to rehabilitate distressed and abandoned private housing projects through strategic measures and multi-party cooperation. According to him, one of the strategic measures that will be implemented is regular site visits to assess the actual situation on the ground and address project housing issues. In addition, Aiman Athirah said the monitoring aspect has also been improved this year, including developers no longer being limited to submitting project progress reports every quarter but also being allowed to update project progress reports in the Housing Intergrated Management System (HIMS) throughout the year according to the developer's suitability and it allows for data to be obtained directly. 'The HIMS and Transforming and Empowering Data Usage In Housing (TEDUH) systems will be improved to provide better and transparent services to developers, homebuyers, banks, and all the people,' he said. He said some of the expected improvements this year include the use of e-SPA, with all sales and purchase agreement transactions between developers and buyers carried out digitally in the HIMS system and the implementation of a developer demerit system and board of directors to replace the blacklisting system. 'TFST will continue to be strengthened as the main platform for identifying issues affecting private housing projects and proposing solutions to protect the interests of buyers. 'It is in line with the KPKT's aspiration of no abandoned projects by 2030. TFST will continue to work to assist buyers involved in distressed, delayed and abandoned private housing projects by providing appropriate solutions,' he said
