“With the Biden administration missing in action, Texas is using every tool to protect our state,” Abbott said to scattered applause from lawmakers, lobbyists and members of the public in the audience. Brandon Rottinghaus, a political scientist at the University of Houston, said lawmakers are looking to Abbott’s lead because he’s now at the apex of his political power.
He is working with strong GOP majorities in the House and Senate, whose leaders are generally in alignment with Abbott’s top level properties. The biggest source of debate will likely be how exactly to spend or save a record-breaking $33 billion surplus.The Republican also pledged to continue with his own multi-billion dollar border security crackdown that has mobilized thousands of Texas National Guard members and initiated construction on a border barrier.
“To the naysayers that say school choice hurts rural Texas, the governor and I will have a plan to protect those schools financially and to make sure those parents have choice also,” he said. While continuing to describe the electric grid as fixed, Abbott promised more investment as the state’s population continues to grow. His emphasis on infrastructure developments could be a point of bipartisan agreement after a tense legislative session in 2021 when Democrats fled Austin in an attempt to block a contentious elections bill.
