, Paxton said he believes the board shouldn’t have powers to grant or veto any City Council decision because the board members aren’t elected by Dallas voters. He called the part of the code requiring board approval a violation of the state constitution and wrote that he believes the board hasn’t pointed to a clear state law allowing it to have veto or approval rights.
