The Texas capital offers a look at the challenges and tensions involved in trying to restart an economy
For months, Nelly Garcia has operated her family’s custom bakery out of her third-floor apartment, working 13-hour days to keep up with an increase in demand.
But as Texas eased restrictions on businesses during May and June, Ms. Garcia said she had started to think about returning to the bakery’s storefront in East Austin, which would allow her to rehire some part-time employees.
