The move follows scathing criticism of the sector and its regulator from students, advocates, the federal minister and shadow minister for education,Canberra student and founder of The Stop Campaign Camille Schloffel said more support for victim-survivors along with greater oversight and accountability for institutions was desperately needed.

"If they can't enforce it and they can't actually hold universities accountable, then it's definitely not going to change the culture and sexual violence will just continue."Sharna Bremner, who has advocated for student victim-survivors as the head of End Rape on Campus Australia , said a better complaints mechanism for students was an urgent priority.

The regulator was heavily criticised by a recent Senate inquiry into consent, which recommended the government set up an independent investigation into TEQSA. "It's wasted time, it's reliving trauma and compounding trauma for absolutely no reason at all and that is fairly unforgivable," she said. "To make sure that universities are doing what they're saying they're doing and that what they're doing is effective to both reduce and better respond to reports of sexual violence.
