State orders Harrisburg Humane Society to pay $45K fine over poor financial records

Pa. Attorney General Michelle Henry said the organization lacked internal oversight of purchases and reimbursements, and as a charitable organization the humane society is required to maintain clear record-keeping standards.

The Harrisburg area Humane Society's shelter is located at 7790 Grayson Road in Swatara Township. Pennsylvania Attorney General Michelle Henry announced Friday that her office reached a settlement with the Humane Society of Harrisburg Area for violating the state’s charitable solicitation law.

While the Humane Society of Harrisburg Area’s main office is on Grayson Road in Swatara Township, the organization also owns a farm in Perry County, where the director, Amy Kaunas, lives. The property also houses farm animals which have been surrendered or seized until they can be medically assessed and cleared for adoption, according to the settlement.

The attorney general’s office said the organization omitted the value of the executive director’s housing allowance from 2013 to 2019 and therefore under-reported her total compensation. The attorney general’s office noted that further violations by the Humane Society included a lack of appropriate internal oversight with regard to the use of business credit cards, purchasing, travel, and reimbursement policies.
