Working in the shadows since his disappearance before the original trilogy, Star Wars is setting up Grand Admiral Thrawn as its new phantom menace
Star Wars continues to set up the return of Grand Admiral Thrawn, and it's now evident that the villain will soon become the galaxy's next phantom menace. Just like Palpatine, who heralded the return of the Sith as Episode I's titular "phantom menace," Thrawn has become the new threat working in the shadows in the years following the original trilogy.
Thrawn Disappeared From The Galaxy Although Thrawn's strategic mind would have been invaluable to the Empire as they sought to root out Rebel cells prior to their assembly as the Alliance, Jedi Ezra Bridger removed the Imperial officer from play in Star Wars Rebels' series finale.
Likewise, Grand Admiral Thrawn has been similarly set up to emerge as a major new threat following his own disappearance. Ahsoka seemed very confident that he was alive, and it stands to reason that he probably hasn't been idle either. If he doesn't reveal himself near the end of The Mandalorian season 3, Thrawn will debut in the Ahsoka series, which will follow the ending of Star Wars Rebels as Ahsoka and Sabine Wren likely join forces to find both Thrawn and Ezra.
Just as Palpatine has multiple active schemes simultaneously, Thrawn is equally as capable of doing the same. It would certainly make sense if Thrawn also wanted revenge on the Rebels who brought about his defeat before the Galactic Civil War, perhaps believing that he could have saved the Empire had he been there to help destroy the Alliance.
