This early Star Trek: The Next Generation episode makes one of Captain Kirk's Prime Directive violations even worse.

Kirk made in Star Trek: The Original Series. In the TOS season 2 episode, "A Private Little War," Captain Kirk did his best to follow the Prime Directive, but occasionally, situations arose that required a more relaxed interpretation of Starfleet's most important rule.
Star Trek: The Next Generation season 1, episode 16, "Too Short a Season," tells the story of Admiral Mark Jameson who visits the Enterprise-D to help negotiate a conflict on the planet Mordan IV. Over the course of "Too Short a Season," it's revealed that Admiral Jameson negotiated a similar conflict on the planet 45 years ago. The governor of Mordan IV, Karnas , specifically requested Jameson for this very reason, as he had also been present 45 years before.
When Karnas requests Admiral Jameson's presence 45 years later, it is out of a desire for revenge. While the fault does not lie entirely with Jameson, he also lied in his report to Starfleet about the incident and was considered by many to be a hero for rescuing the hostages. Years later, Admiral Jameson did not show much remorse for his actions, although he was willing to sacrifice himself to Karnas in the end.
TNG Shows What A Mistake Violating The Prime Directive Is Throughout Star Trek: The Next Generation, Captain Picard always strives to uphold the Prime Directive and do the right thing. If he had been in Captain Kirk or Admiral Jameson's position, he likely would have made a much different call. As episodic television shows, TOS and TNG rarely followed up on the actions of past episodes.
While there are occasions when it's necessary to break the Prime Directive, more often than not, it has proven to be an important and necessary rule. Kirk's decision in "A Private Little War" was a very un-Star-Trek-like solution to the problem, and Jameson's even more so. The Prime Directive is meant to prevent circumstances just like this from happening.
