Volunteers are also creating NICU costumes for baby Pals at Dell Children's Medical Center ahead of a Halloween party they will throw for families this weekend.was started in memory of baby Penny who passed away at 8 months old. She spent a lot of time in the NICU and at home with her parents in Hospice care. This Halloween would have been Penny's 4th birthday.
