Dry weather and prolonged drought were blamed as the primary causes of the fires, despite the US, like other nations in the Northern Hemisphere, still being in the midst of winter. Strong winds also contributed to the uncontrollable situation. It was reported that almost 95% of the affected areas were brought under control with the aid of rainfall. Over 4,000 hectares of residential areas were destroyed, displacing more than 50,000 residents to safer areas. Over 50 people were reported dead or missing. These fires are considered one of the recurring natural disasters that Southern California faces during the dry season. While this isn't the first time Southern California has experienced wildfires, what makes this incident particularly significant is the extensive involvement of affluent residential areas and the substantial financial losses incurred. Southern California also faces the looming threat of earthquakes. The last earthquake exceeding a magnitude of 5.0 on the Richter scale occurred in July 2024. Is what Southern California is experiencing a mere natural disaster, or a curse upon its inhabitants? In the discourse of international politics, such widespread environmental devastation is often linked to threats to environmental security. Global warming is causing unpredictable shifts in global weather patterns. Europe experienced unusually cold weather this year, while in 2024, global temperatures rose by an average of 1.5 degrees Celsius. Human activities have undeniably ravaged the world's ecosystems and contributed to global warming. Strategies and policies for sustainable development have failed to materialize effectively amidst the escalating environmental destruction. Scientists and urban planners in Southern California have long warned the California government about the severe environmental consequences resulting from the construction of suburban housing areas near mountainous regions and forests. Uncontrolled development can expose residential areas to risks of erosion, seismic activity, and frequent wildfires prevalent in the state. However, since the developed areas are affluent communities, these warnings have been largely disregarded. Therefore, the current situation could potentially be interpreted as a manifestation of nature's wrath against Southern California due to its unchecked development ambitions. The world is gradually shifting towards controlling global warming due to the impact of greenhouse gases (GHGs). The Kyoto Protocol of 1997, a key initiative led by the United Nations (UN), marked a significant step towards mitigating the threat of global warming. The continuity of this initiative was carried forward through a series of Conferences of the Parties (COPs), also known as the United Nations Framework Convention on Climate Change (UNFCCC), held annually. The most recent COP was held in Baku, Azerbaijan, in 2024, while COP 30 will be held in Belém do Pará, Brazil this year. In my view, COP serves as a forum for negotiations and reviewing commitments among developed industrial nations and developing countries in the pursuit of controlling global warming. The UN aims to reduce carbon emissions by the end of the century, with a target temperature rise limit of 1.5 degrees Celsius. The carbon emission reduction targets, which were reaffirmed at COP 21 in Paris in 2015, aim to ensure a transition to a more efficient energy system by 2030. Unfortunately, the gap between commitments is widening due to geopolitical rivalries and concerns among developing nations regarding the impact on their economies. Major carbon-emitting nations like Saudi Arabia and Iraq have failed to declare their commitments at COP 29 in Baku last year.
