Technical tests of the system have been completed, Yonhap said, citing the anonymous source. The hotline is to be used by the leaders or their top national security advisers in times of security crises, it said.Nuclear envoys from the three countries are holding two days of talks from Monday in Jakarta to discuss heightened tensions stemming from North Korea’s nuclear programme and closer military cooperation between Pyongyang and Moscow.
North Korean leader Kim Jong-un’s made a rare trip to Russia to meet President Vladimir Putin last month, fanning concerns they could shore up Russia’s military in Ukraine while North Korea obtains missile technology banned under UN resolutions.Russia’s foreign minister, Sergei Lavrov, will visit North Korea this week, according to North Korea’s state media KCNA and Russia’s foreign ministry.
