AN interesting and mildly amusing story from Inside Climate News that appeared in my feed at the end of the week was about a hearing before the Public Service Commission in far-off Arizona last month, on the subject of an electricity rate hike petition filed by Arizona Public Service (APS). Despite its institutional-sounding name, APS is a private-sector corporation. A Public Service Commission, since that may be a completely unknown term to many here, is a regulatory body established in many states, provinces and countries that are part of the 21st century.

In support of its petition, APS had called on Dr. Roger Morin to provide testimony endorsing the rate hike. Dr. Morin is a respected expert in utility economics and regulation and has testified on behalf of dozens of utility companies over several decades.Dr. Morin is also unswervingly honest, which got APS into trouble.Under questioning by an attorney representing the solar power industry named Court Rich — no word on whether he chose his profession because of his name or in spite of it — Dr.

APS' demand at other times, such as during the day when it can buy lower-cost electricity from other sources, including utility-scale solar, has been stagnant and perhaps even declining a bit, so the utility's costs have increased, its revenues have not grown, and its profits have dropped a bit.
