Surges are fueled by the opioid epidemic, as detainees with addictions increase demand behind bars, law enforcement experts say. Suppliers go to creative lengths to tap into that market, but one common way to sneak drugs into jails is through employees.

The Cuyahoga County Jail is comprised of two parts: the older Jail I built in 1976, and the newer Jail 2 built in 1995. CLEVELAND, Ohio – In August, a Cuyahoga County sheriff’s deputy got a tip from a prosecutor about an inmate named Arrik Ball who was suspected of running a drug-smuggling scheme inside the jail.

Armed with a search warrant, Deputy Scott Vargo began reading Ball’s unopened mail and listened to his recorded phone calls. One letter discussed profiting from drug-laced paper infiltrating the jail. In a phone discussion, Ball mentioned a key mule inside the troubled complex.
