Why was the Rebellion scattered for so long?

Disney’s Star Wars has taken the time to explain how the Rebellion came to be – shows like Star Wars Rebels, Andor, and movies like Rogue One: A Star Wars Story depict the difficulties of building a strong, well-equipped network of operatives, and the sacrifices that need to be made to amass enough resources.
Essentially, Hemlock has created a specialized division of clones that are trained as undercover operatives, “initiated into a secret deep cover program” by Hemlock himself. Imperial Shadows Would Be The Perfect Sleeper Agents These Imperial shadow operatives could be perfect sleeper agents for the Empire. If the inhibitor chips used for Order 66 are anything to go by, Hemlock’s new program could make it so that these covert clone operatives can only be activated when the time is right. It’s possible these shadows aren’t even aware of what they’ve gone through or that the Empire has put ideas in their heads until it’s too late.
The Bad Batch season 3, episode 6 also revealed that Hemlock’s Imperial trackers are virtually untraceable – even if certain people were smart enough to scan for the Empire’s presence, as Captain Rex and his men did, there would be no way of knowing where a clone’s loyalty truly lies. Clones would be undeniably useful to any Rebel effort – they’re tactically trained, strong soldiers. The Rebellion needed all the help they could get.
The clone operatives wouldn’t even just need to keep the Rebel cells away from one another. They could also sow discord between different groups and different leaders. As seen in Star Wars Rebels, not all Rebel leaders agreed with one another – Mon Mothma and Saw Gerrera, for instance, never truly saw eye to eye. And, as Andor proved, Mon Mothma and Luthen Rael weren’t always on the same page, either.
