A 15-year-old Singaporean boy stumbled upon explicit content on Instagram while researching a school project, raising concerns about the effectiveness of content moderation on social media platforms. The boy's mother discovered his online activity and reported the incident, highlighting the need for stronger safeguards to protect children from harmful content. Investigations revealed that content creators are exploiting loopholes in content guidelines, using seemingly educational hashtags to mask explicit videos.

Checks by ST between Dec 15 and Dec 31, 2024, showed that content creators on social media platforms such as YouTube, Instagram and Facebook have found ways to bypass content moderation, which can involve a mix of artificial intelligence software and human reviewers. Links in the social media profiles that posted the videos, as well as captions in the clips, often point people to OnlyFans accounts or websites with explicit content. OnlyFans is a subscription-based platform where creators can share exclusive content, often adult-oriented, for paying subscribers.

In a media reply, a YouTube spokesman said “the platform does not allow explicit content meant to be sexually gratifying”. Social media giant Meta, which owns Facebook and Instagram, said in its latest Community Standards Enforcement Report that it acted against 30.5 million pieces of content that flouted its adult nudity and sexual activity policy during the same period. About 97.8 per cent of this content was detected by the company.

Clearer content moderation guidelines, hiring specialised human moderators and fine-tuning AI systems with human-labelled data could help improve detection accuracy, Prof An added.
