Utah County Sheriff Mike Smith said ritual child abuse 'does exist' and supports a bill to make it a crime in Utah. Not everyone agrees.

Utah County sheriff said ritual child abuse “does exist” and should be banned in criminal law, but one prosecutor said “we already have remedies” to hold abusers accountable.

It further describes a long list of actions which would constitute “ritual” child abuse, to include: causing a child to witness the torture or mutilation of an animal, forcing a child to consume human blood, forcing a child to enter into a coffin or open grave containing human remains, binding or confining a child or forcing a young person to intake drugs or hallucinogens.

“It is unfortunate that this type of criminal behavior needs to be more specifically defined and addressed in our laws, but sadly it does,” he said. “This type of heinous crime does exist and should have criminal statutes to address it specifically.” Bluth said he had reservations about the diagnosis, but kept seeing Hamblin for two years. He said that Hamblin convinced him that to rid himself of multiple personalities, they had to recreate the “rituals” from his childhood during therapy sessions.

Records from the Division of Occupational and Professional Licensing show Hamblin gave up his psychologist license in 2000 after admitting he “had intimate relationships with several patients during clinical therapy sessions and claimed to some of these patients that the intimacy was therapeutic to them.”
